We won the First Artsakh Liberation War because we conducted an offensive war, taking the fight to the enemy's territory. However, we lost the treacherous 44-day war because the same combat strategy was used by our enemy against us. This proves that if we want to defend Syunik, we will face an even greater defeat if we rely solely on a defensive strategy. The only way to protect Syunik is by being proactive and taking the fight to the enemy’s field, just as we did in the 1990s to liberate Artsakh. Merely waging a defensive war will not allow us to hold onto our lands. While that might work for countries with large territories, for a nation with a small landmass like ours, it will lead to catastrophic consequences.
That is why, before producing or purchasing weapons, we must first and foremost completely change our army's strategy and the mindset of our soldiers. We need to build an army that is not only defensive but, more importantly, offensive, as that is the only path to creating a victorious armed forces. Only in this way can we curb the enemy's aggression and attacks against our state.
After implementing this critically important change, we can then consider how to develop our military-industrial sector in the right direction. This means that alongside producing weapons, we will also purchase weapons from foreign countries that align with the new strategy of our armed forces. If we want to become a force to be reckoned with as a nation and respond to the enemy's aggression with equal strength, we have no other choice.
