"We have never denied the guilt and responsibility of the foreigner in our disasters. But let us repeat and re-repeat: the more hope we place in the foreigner—whoever that foreigner may be—the less right we will have to speak of the foreigner’s responsibility. And vice versa." - Shahab Natali, "The Turks and Us"
In other words: the more we rely on foreigners, the less right we have to later complain or blame them. It depends on us how much responsibility we can place on them. If we are not independent, if we’ve pinned our hopes on outsiders, we cannot fully demand responsible behavior from them.
